Shorts was born on December 22, 1987 in Kent, Ohio. He played quarterback for Collinwood High School in Cleveland, Ohio. He played under his father, Cecil Shorts Jr., who was the head coach of the high school.

After being the second-string QB as a freshman, Shorts was moved to WR as a sophomore.
In his first year as a WR, Shorts caught 77 passes for 1,484 yards and 23 TDs, an Ohio Athletic Conference record. He was then named the Division-III Offensive Player of the Year in 2009 after he recorded 100 catches for 1,736 yards and 19 TDs.
He finished his collegiate career with 4,705 receiving yards and 63 TDs.
Shorts was drafted in the fourth round (114th-overall) of the 2011 NFL Draft by the Jaguars. He became the highest player in Mount Union history to be drafted into the NFL.
After playing sparingly as a rookie, Shorts started the final nine games of the 2012 NFL Season and finished the season leading the team in receiving yards (979) and receiving TDs (7).
In 13 games in 2013, Shorts caught 66 passes for 777 yards and three TDs, but was placed on the injured reserve on December 17, 2013.
