Locker was born on June 15, 1988 in Bellingham, Washington. As a senior, Locker led Ferndale High School to a 14-0 record and a Washington State title. That season, he passed for 1,603 yards and 25 TDs and also ran for 1,339 yards and 24 TDs. He was named the fourth-best dual-threat QB in the nation and the 68th-best prospect in the nation, according to Rivals.com.

After not seeing the field in 2006, Locker became the starter in 2007 and was fifth in the Pac-10 with 986 rushing yards. He set a conference record for most rushing yards by a QB in the season. He also threw for 2,062 yards and 14 TDs.
After his junior season, Locker was expected to be the first pick in the NFL Draft, but he decided to return for his senior season.
He finished his four-year career at Washington with 7,639 passing yards, 53 TD passes, 1,939 rushing yards, and 29 rushing TDs.
Locker was drafted with the eighth pick in the 2011 NFL Draft by the Titans.
As a rookie, he saw the field sparingly as he backed up veteran Matt Hasselbeck. He finished the season with four TD passes and one interception.
Going into the 2012 NFL Season, Locker beat out Hasselbeck for the starting spot, but several injuries limited Locker to only 11 games on the season. He finished the year with 2,176 passing yards, 10 TD passes, and 11 interceptions. He added 291 rushing yards and one TD.
Locker was limited to seven games in the 2013 NFL Season due to several injuries. A lisfranc injury to his right foot suffered against the Jacksonville Jaguars forced him to miss the final weeks of the season.
