Palmer's career has not been all bad, but he still does not crack the top five. Palmer garnered high praise in multiple years, including being the AFC Player of the Year in 2005; however, in recent years, his performance has dropped dramatically.
After a pretty good 2010 season, Palmer demanded a trade from Cincinnati and even flirted with retirement before eventually going to the Raiders. In Oakland, Palmer played to an 8-18 record while looking like only a shell of his former self. This play led the Raiders to trade Palmer to Arizona in exchange for just a seventh round conditional draft pick, not the bounty you would expect for a former first pick.
